Aus einem Belgeitschreiben von Präsident Obama bzgl. des Haushalts 2010:
"This Budget fills out this picture by providing full programmatic details and proposing appropriations language and other required information for the Congress to put these plans fully into effect."

oder hier eine Erläuterung die ich gefunden habe:
"Appropriations language constitutes the President's request to Congress for budget authority or other legislative authority (such as general provisions) to be provided through the annual appropriations process."

Mir ist bekannt, dass ein "Appropriations Committee" ein Bewilligungsausschuss ist, aber ich kann mir nicht erklären, in welchem Zusammenhang "language" hier gebraucht wird. Es scheint sich bei "Appropriations language" jedoch um einen feststehnden Begriff zu handeln.

Kann mir jemand helfen?

Explanation:
"Language" würde ich weglassen, das bedeutet letztlich nur "schriftliche Formulierung" oder "Klausel", wird aber im Dt. regelmäßig nicht übersetzt. Ein ähnlicher Begriff ist z.B. "limitations language" für eine bestimmte Vertragsklausel. Das Übertragungsproblem besteht m.E. hauptsächlich darin, dass hier ein zunächst abstrakter Begriff (language) auf etwas Konkretes (einen Text) angewandt wird. Dafür gibt's im Deutschen keine rechte Entsprechung, weil da nicht auf den Text als solchen, sondern nur auf dessen Inhalt (z.B. Antrag oder Klausel) abgehoben wird. So ungefähr.
