Nicht ganz sicher, was ich darunter verstehen soll, vorsichtig und mutwillig anmutende Strafverfolgungen scheint mir hier auch als ironisch nicht sicher. Besonders wegen "to its credit".
Es geht um die Strafverfolgung von Tätern, die Verbrechen gegen die Menschheit, Kriegsverbrechen und Völkermord begangen haben, in einer EU-Plenardebatte direkt vor der Überprüfungskonferenz des ISTtH in Kampala.

Das würde ich vorschlagen. Der Begriff "capricious and mischievous prosecution" ist dem IStGH von den USA vorgehalten worden. Auf Deutsch wird dies oft als "willkürliche Strafverfolgung" wiedergegeben.
