... whereas the EU trend prioritizes the security of its borders in defiance of its fundamental values and commitments to human rights and whereas Turkey faces migratory flows while EU strengthens its operational response to migration in order to protect its external borders.

mein Vorschlag, bin aber nicht sicher, ob das richtig ist:

in der Erwägung, dass die EU-Politik derzeit dazu tendiert, unter Missachtung der Grundwerte der EU und ihrer Menschenrechtsverpflichtungen der Sicherheit ihrer Grenzen Priorität einzuräumen und in der Erwägung, dass die Türkei Einwanderungsströmen gegenübersteht, während die EU zunehmend gegen die Migration vorgeht, um ihre Außengrenzen zu schützen.;
