English term or phrase: Saint Petersburg missions
the petitioner denounces the persecutions of Christians by groups of terrorists and religious fundamentalists in a number of countries, particularly Nigeria, often accompanied by massacres of civilians.◊ ◊He denounces the indifference of the international community and the impunity of these crimes.
The petitioner asks Parliament to promote his petition in order to establish a political strategy to put an end to these abuses, in Nigeria in particular, citing the Saint Petersburg missions in the context of the ESDP.

Also - what is "ESDP" here?

Explanation:
My searches also revealed the discrepancy between St Petersburg and Petersberg.

This reference seems to point to Petersberg, as Vera already noted:

saint petersburg missions
Petersberg-Aufgaben

Explanation:

agree  Horst Huber (X): The Petersberg Declaration is dated Bonn, 19 June 1992. "Tasks" includes "missions" so these terms need to be distinguished. "Petersberg" relates to the topography of Bonn, and this is not the first time it became part of political discourse.
