some googling shows this to be a very fluid term, hard to pin down exactly what it means. That said, it is presented in negative terms as an attempt to "rewrite" history or to pervert it.

wäre mein Vorschlag, die Kulturgüter sind jedenfalls eine halb-offizielle Übersetzung, wenn es um Wertansätze nach IPSAS für derartige Dinge geht

Noch eine Anmerkung zu Damian:

Hier wird eine Übersetzung für Heritage gesucht. Wenn Herr H. sich über die "Produktion von Tradition und Heritage" auslässt und über die Stilisierung von Kulturgütern zur Heritage, dann ist der Kollegin damit sicher wenig gedient. Und kein Mensch würde außerhalb einer ideologischen Diskussion auf die Idee kommen, von Geschichtserzeugern zu sprechen.
