English term or phrase: rags of dissent
Paper is a relatively “new” technology in the United States, where the first paper mill was established in 1690 by William Rittenhouse near Germantown, Pennsylvania. Before we were one nation united, the British tried to squeeze more money from the colonies by taxing all paper. When the colonies began printing rags of dissent, they tried to stop paper production altogether. Paper played a role in the Revolutionary War and significantly impacted communication technology.

Ich möchte nur sichergehen, dass ich das richtig verstehe und nicht völlig daneben liege: Meine Übersetzung bisher: Als die Kolonien ihren Unmut auf bedruckten Stofftüchern äußerten, versuchte man, die Papierproduktion ganz zu unterbinden.

"Rags", als "Fetzen", schnell gedrucktes Pamphlet interpretiert.
Ironie sehe ich hier nicht unbedingt gegeben, eher einen Hinweis auf Mangel an Druckqualität
Das Wort "rag" leitet sich als Metapher direkt aus der Papierproduktion her: bis ins 19. Jahrhundert wurde Papier aus Lumpen (rags) hergestellt. Papier dieser Art ist von hoher Qualität und wird noch heute als "rag paper" gehandelt.

Explanation:
Für mich sind "rags" hier eindeutig "Zeitungen, Blätter" oder andere Publikationen (auf Papier) -- das ist eigtl. ein pejorativer Begriff, der freilich in diesem Fall ironisch gemeint ist.

Z.B. Chapman's Dict. of American Slang: " A newspaper or magazine, esp one that the speaker does not like ..."

  -> You overlooked the 3rd meaning of P., as quoted there in the last but one comment, from Duden: "(spöttisch abwertend) eine bestimmte Gruppe ansprechende, eine bestimmte Thematik behandelnde Zeitschrift, Zeitung o.Ä.".
agree  Horst Huber: Right idea -- except, I have this hunch, the word would be "Pasquillen".

  -> Thanks Horst - I can assure you I didn't confuse the two, I wrote P. on purpose, because I have heard it being used in this way many times, i.e. P. = "Wurstblatt", "Witzblatt", "Gazette" etc. "Pasquill" is something different, IMHO (and extremely rare).
