English term or phrase: retraining part of these policies

The focus of this paper is on the effects of the continuous vocational training and retraining part of these policies for workers of the former GDR participating in schemes that began after July 1990 and before April 1993.

What exactly means this expression in the context. I do understand the english text, but don´t know how to express this exactly in a german sentence. does anyone has a good one? Thanx

berufliche Fortbildung und Umschulung

Explanation:
Die Wendung ist im Zusammenhang zu sehen:
"the continuous vocational training and retraining part"
continuous vocational training = berufliche Fortbildung
retraining = Umschulung

Die (wissenschaftliche?) Arbeit beschäftigt sich also vor allem mit den Auswirkungen/Ergebnissen des auf Fortbildung und Umschulung bezogenen Teils dieser "policies".

Bei "policies" bin ich mir nicht sicher, ob das Programme, Richtlinien, Maßnahmen oder Grundsätze sind.
