In meiner langen alphabetischen Liste von HR-Begriffen eines großen, globalen Unternehmens kommt der Begriff "collective bargaining unit" in folgendem "Zusammenhang" vor:
"colleagues
Collect feedback
Collect Performance feedback
collective agreements
***collective bargaining unit***
combination of shares"

Wenn ich nach dem Schema der bisherigen Kudoz-Einträge zu "collective bargaining" vorgehe, komme ich zu "Tarifeinheit", aber das dürfte etwas ganz anderes sein. Ich tippe hier eher auf "Tarifvertragspartner".

is how I would read it, following your suggestion; the air was full of "collective bargaining" when I was in England in the 1960s, and that's what it meant. The Unions of course were in power then, despite what the politicians might have thought, right until Maggie came along and smacked their heads together...
