Vermute, dass hier mit EA "Expatriate assignment" gemeint ist. Vgl. z.B.

Würde es in etwa so übersetzen wie im target term angedeutet, vielleicht lässt sich hier ja auch development process als Schulungsprogramm wiedergeben.

finden, dieser link ist aber mühsam zu handhaben.

Vielleicht bezieht sich global eher auf expatriate assignment, dann die Übersetzung entsprechend anpassen, in etwa:
Entwicklungsprozess/Schulungsprogramm für die weltweite Entsendung von Führungskräften (ins Ausland). "ins Ausland" versteht sich m.E. von selbst und kann daher m.E. weggelassen werden, kann aber wohl auch stehenbleiben, Geschmackssache.
