Bodenhaftpflichtversicherung
Explanation:
I have spoken to UIG in London, who offer this insurance, and it is described as "insurance against any event or accident the result of work carried out on the ground, e.g., by baggage loaders, service company personnel etc., etc.", wherever the event takes place. I have not been able to find out the equivalent German expression - in fact, I don't even think there is one. So my posting is an educated guess...

Grundhaftung gegenüber Dritten

Explanation:
This is about an airports liability to third parties. "Ground" is used here in contrast to "optional".

neutral  David Moore: If this were the case, wouldn't the English term be "standard" or "basic"?

Drittschadenshaftpflicht für Schäden am Boden

Explanation:
Da es sich hier um eine "Airport Liability" handelt, denke ich, dass sich "ground" sehr wahrscheinlich auf den Boden bezieht, im Gegensatz zur Schadenshaftung in der Luft.
