Es geht hier darum, dass einzelne Staaten dazu bewegt werden sollen mehr Handelsverpflichtungen (commitments) einzugehen, um einen höheren Stand an Liberalisierung zu erreichen. Unter "sectoral" verstehe ich hier "branchenspezifisch", aber was genau ist mit "modal" gemeint? |
