Es geht um die Frage, ob die Extensivierungsprämien (Landwirtschaft) die landwirtschaftlichen Betriebe wirklich zu einer extensiveren Produktionsweise veranlasst haben oder nicht. Die Zahlungen haben zur Erhaltung von Extensivbetrieben geführt durch die schiere Bedeutung als finanzielle Einnahmequelle, doch dieser Beitrag ist eben relativ angesichts der "deadweight effects".
Vielleicht noch ein Satz im späteren Text zur Erläuterung: "...for the remaining two thirds, the premium is more of a deadweight in terms of revenue. These holdings could pursue their activity without the additional revenue for extensive farming practices."
