mir erschließt sich der Sinn in diesem Satz nicht so ganz... Habe mir bereits unzählige AGB angesehen, aber diesen Satz konnte ich nicht finden.

"court of the authorized judge" habe ich mit "ausschließlicher Gerichtstand für Streitfälle" übersetzt, aber beim Rest steh ich ein wenig auf dem Schlauch..
Explanation: Das Problem ist hier einfach die wörtliche Übersetzung aus dem Holländischen. Deswegen würde ich das Problem so lösen:
Possible disputes will be taken to the Court of the authorized Judge of that city in which we have the right to report a dispute, to that Judge, who, without the condition mentioned before, would be qualified to be informed of the claim
Mögliche Streitfälle werden unabhängig von der unter 1. genannten Klausel vor das örtlich zuständige Gericht gebracht. Es gilt hier der vertraglich vereinbarte Gerichtsstand.
Hier noch das holländische Original, in der Hoffnung es hilft...

It would make more sense to me if it said "who, without the condition mentioned before, would NOT be qualified." I'd say ask your client if that's a typo. Grüße!

And the asker is right: The original is a totally overblown and messed-up sentence...
The idea of having an "authorized judge" smacks of "Justizskandal" and bribery. The term that suggests itself would be "court of jurisdiction", such as the German "Gerichtsstand". It is hard to believe that it should be possible to take a case to a specific judge ... which opens a Pandora's box.
Two possibilities: We're talking about a political system that is taken straight from a book by Vargas-Llosa, or we are experiencing simple and unabashed nepotism.
