auf der Homepage des Kriegsveteranenministeriums der Vereinigten Staaten (United States Department of Veterans Affairs) wird als Kontaktmöglichkeit "Internet web messaging" angegeben.

Ich bin mir bei der Übersetzung nicht sicher, zumal es beispielsweise "instant messaging" gibt.

Im Netz findet sich auch folgender Satzteil: "or you may contact VA [Veterans Affairs] via the Internet at https://iris.va.gov"

Nach Sichtung der fraglichen Website denke ich, dass es sich einfach um die Möglichkeit handelt, mit VA via Internet in Kontakt zu treten. Ich glaube nicht, dass "Messaging" hier mit IM in Zusammenhang steht.
