"Draw(-)down" ist erst einmal eine Inanspruchnahme/Entnahme von Mitteln/Geldern. Ob der Kunde damit sein Limit ausgeschöpft hat, kann ich aus dem Satz nicht erkennen. Auch der Zusammenhang mit der Reduktion/Verringerung ("We have reduced XY") des Engagements (?) erschließt sich mir aus dieser kurzen Passage natürlich nicht...
