neutral  anisco: die Information "public" muss m.E. schon rein. Vermutlich geht es um die Stimmung in der Öffentlichkeit. Vielleicht machen sich die Deutschen wieder Hoffnung wegen der Fußball-WM?

Auch ohne Artikel, wenn es eine Schlagzeile sein soll. Hoffe, es hilft weiter.
"Die Stimmung im Volk" wäre ebenfalls möglich, je nach Kontext.
