Mit "adminsitration" kann hier eigentlich nur "verwaltungstechnische Bestimmungen zur Anstellung von ausländischen Experten/Fachleuten" gemeint sein. Die unterliegen in China wie in wohl jedem Land besonderen rechtlichen und verwaltungstechnischen Vorschriften.

Das in den Klammern wäre daher auch mein Übersetzungsvorschlag.
