They may also be referring to architects, etc.

The part "of those that..." is also puzzling to me. It may be that "those who purchase..." are providing specifications to Company x and Company x does not check to ensure that such specs make sense.

Moeglicherweise ist nicht of sondern for gemeint. Also die Spezifikationen, die vom Engineering usw. fuer die Personen gemacht sind, die das Produkt des Unternehmens kaufen.
