I think they mean the same as "severable" here, and what it really means is that the covenants apply a) both in space and in time, b) also only in time, c) also only in space. I would therefore change this around a little and say
Solche/diese Zusicherungen werden im Einzelnen als zeitlich bzw. örtlich (od. geographisch, räumlich) gültig/zutreffend angesehen/behandelt.

According to the dictionary of Commerce, Finance and Law (Robert Herbert) "devisible" means teilbar or aufteilbar. In your context I would assume it means "zeitlich und geografisch aufteilbar". I have however no tangible idea about the meaning of convenants. It is however the name for members of a Dutch fundamentalist protestant group. But does that fit into the context?
