Eine ähnliche Frage gab es schon einmal, aber es klingt hier so seltsam (ist wahrscheinlich bereits eine Übersetzung).

This agreement is governed by the laws of the Federal Republic of Germany under exclusion of its conflict of law rules.

Es müßte also heißen:
Die vorliegende Vereinbarung unterliegt den Gesetzen der Bundesrepublik Deutschland mit Ausnahme ihrer Kollisionsnormen.
