Würde es so ausdrücken. Es handelt sich um eine Überschrift, daher würde ich nicht noch einmal das Wort "Wahl" einbeziehen. Zu umständlich. Geht aus dem Inhalt ohnehin hervor.

vermutlich, Standardformulierung im Deutschen. Der Ort schließt dann das anwendbare Recht ein. Natürlich muß ein Ort dahinter kommen. Deshalb nur "2".
