Laut in Google gefundener Auskunft ist das Board of Tax Appeals der Vorgänger des US-amerikanischen Bundessteuergerichts (Tax Court). Es existierte von 1924 bis 1942.

Demzufolge würde ich es nicht übersetzen, sondern die Zusatzinformation in eckigen Klammern hinzufügen.

Es wäre in diesem Zusammenhang natürlich wichtig zu wissen, ob das Dokument, welches Du gerade übersetzt, ein aktuelles Dokument ist. Dann wäre die obige Information natürlich hinfällig.
