Ich bin mir unsicher wie ich diesen Begriff zu deuten habe und hieran scheitert letztlich das Gesamtsatzverständnis. Für einen Formulierungsvorschlag wäre ich sehr dankbar.

ich denke, es geht hier darum, dass "you" (was wohl eine Firma sein wird) sich qualifizieren muss, um den Service anbieten zu können und dann entweder Prüfungen ablegen muss oder an Fortbildungsmaßnahmen teilnehmen muss, um die Zulassung zu behalten.
