I had a look around and found the following definition:
"The term voting securities means securities the holders of which are presently entitled to vote for the election of directors."

Therefore, I think it would be safe to translate "voting securities" as "(allgemeines) Stimmrecht" or "Abstimmungsbefugnis".

PS: I don\'t think it is necessary to translate the \"securities\" bit, since the right to vote is based on them within the context, i.e. self explanatory.
