Explanation: I had a look around and found the following definition:
"The term voting securities means securities the holders of which are presently entitled to vote for the election of directors."

Therefore, I think it would be safe to translate "voting securities" as "(allgemeines) Stimmrecht" or "Abstimmungsbefugnis".
