Almost certainly a better term out there somewhere, but this is basically what is meant. The rights which "belong to" a court in the exercise of its jurisdiction.

Mein Vorschlag ist auf jeden Fall ziemlich frei übersetzt. Eigentlich sind die Aufsichtsbehörden die *regulatory authorities*.
