[The client] may [...] order Contractor to suspend all or any part of the Work without cause for such period of time as [the client] may determine to be appropriate.

If Contractor's expenses increase as a results of suspension in the Work, the price for the Work will be adjusted accordingly.

No adjustment shall be made if Contractor **is or otherwise would have been responsible for** the suspension, delay, or interruption of the Work, or if another provision of this Agreement is applied to render an equitable adjustment.

Frage: Was soll hier mit der theoretischen Floskel "or otherwise would have been" ausgedrückt werden?

Ich sehe nur zwei Möglichkeiten: (1) Der Contractor IST selbst für die Aussetzung verantwortlich, und es gibt demzufolge keine Angleichung seiner Entlohnung, oder (2) er IST NICHT dafür verantwortlich, weshalb seine Entlohnung entsprechend angeglichen wird.
