Im LEO-Forum wurde dieser Begriff ebenfalls schon diskutiert. Vielleicht handelt es sich hier um eine Art von System oder Regelwerk, das von mehreren Staaten gemeinsam genutzt wird, so dass die sinngemäße Übersetzung "Regelwerk" oder "gemeinsames Regelwerk" oder "gemeinschaftliches Regelwerk" zutreffen könnte.
