Meines Erachtens könnte man hier "government instrumentality" gleich mit 2 Begriffen übersetzen, damit auch die Stellen/Institutionen/Einrichtungen von Lokalregierungen miteinbezogen sind, das wäre dann z. B. "staatliche und regionale öffentliche Stellen"
