... sofern es um ein bestimmtes Patent geht.

Man kann ein Patent zunächst in nur einem Land (Europas) anmelden und das Ganze innerhalb bestimmter Fristen später auf andere Länder (Europas) ausdehnen. Das ist dann eben der Eintritt in die europäische Phase.
