Explanation:
"Intellectual Property Office" (Amt für geistiges Eigentum) ist der Name, unter dem das englische Patentamt agiert.

So in etwa würde ich das lösen. Es ist ja ein Eigenname, der muss m. E. nach auch übernommen werden. Dieses operating name ist sowas wie der Firmenname.
