Explanation:
Nachdem es vergleichbare Steuern in Deutschland nicht gibt (Grundsteuern erheben städtische wie ländliche Kommunen), hat es keinen Sinn, dafür Begriffe zu erfinden, die keiner kennt.

Viele Städte in Deutschland besteuern auch noch die Nutzung ders Luftraums, zB für Werbeschilder, die in den öffentlichen Raum ragen - nur zur Ideenfindung der Weltbank!

Zusatz war auch nur als Seitenhieb auf die berüchtigten Praktiken der Weltbank gedacht ;0)
