almost Explanation: I don't think it's just for children who have behaved badly - these schools and homes can be for children who have been 'taken into care' - i.e. because they were orphaned or abused, or their parents were unable to look after them. Or it COULD be because they were out of control... |

The childrens act Explanation: It is sayiung that the child is not attending a school that meets certain guidelines and is approved by the childrens act. Basically a school for socially disadvantaged, orphaned or hard to handle children. |
