The people in the Netherlands that own dogs are required to pay Tax on their dog licensing fee. The local councils receive money to enable them then to clean-up the dog's mess (dog shit) or to construct special dog runs/fields to allow them to run loose in. Dog Taxes is an example of a levy which is collected by a regional authority.

agree  Nicole Schnell: Klingt am natürlichsten. Hundewiese scheint sogar der offizielle Begriff zu sein: fast 10.000 Googles in Verb. mit "Stadt".

Da hier ausdrücklich von den örtlichen Behörden die Rede ist, die die Flächen für die Hunde ausweisen und herrichten, würde ich - obwohl 'Hundewiese' sicherlicher der nettere Ausdruck ist - doch für die eher amtsdeutschen Bezeichnungen plädieren (zumal diese Flächen leider nicht immer *Wiesen* sind).
