This is the title of a document on risk management. I know that "white paper" is a common term in German business-speak too, but what if there's an attribute (executive) to it? Translate it or not?

Explanation:
"Executive Summary" wird oft nur als "Zusammenfassung" übersetzt, daher würde ich hier ebenso verfahren und nur "White Paper" schreiben (Wenn "Executive" unbedingt gewünscht: "Executive White Paper")

Explanation:
Ein "Whitepaper" richtet sich meist sowieso an Entscheider.
Also, entweder nur Whitepaper, oder wenn man es noch betonen will: "Whitepaper für Entscheider". In jedem Falle ist "Whitepaper" schon fast ein "deutscher" Begriff!
Der Begriff "Weißbuch" ist m.E. veraltet und nicht üblich in einem Business- oder IT-Kontext.
