A little more context would be great - what exactly does this "organizational ownership" refer to (i.e., what tasks/areas of responsibility/accountability)?
However, "ownership" is very often used to express "responsibility", hence my suggested translation "organisatorische Verantwortung", meaning that this person has/had organizational responsibility, obviously with regard to personnel management - I assume it's "personnel" (=HR or staff), not "personal" ...
