Sehe ich auch so: Wörtlich verstehe ich das als "weit ausholen" (zum Schlag) - damit könnte also tatsächlich gemeint sein, dass man sich etwas traut.

Thanks, Colin. This is about 3 different types of managers. Not much context (this is from a summary table), but maybe quoting the other two alternatives helps. (1) describes the least, and (3) the most desirable behavior:
(1)Creates an environment where mistakes are not tolerated
(2) Rewards people for taking big swings
(3) Converts misses into positive learning events for the entire organization
