Es geht um eine Zeitung, die in der Zeit der Sowjetunion existierte und die auch im Ausland publiziert werden sollte:

At the same time, a decision was made to normalize foreign reissues of the Chronicle by clarifying copyrights. The Chronicle announced Pavel Litvinov as the authorized representative oft the publication abroad, having the copyright for its reproduction in other countries.

Kann man sagen, "Urheberrechte klären"? Was mit "normalize" gemeint ist, erschliesst sich mir auch nicht...

das Copyright zu vereinfachen

Explanation:
Es geht, wenn ich die Stelle recht verstehe, nicht darum, dass in der Zeitung Unklarheit über das Copyright herrschte, sondern darum, dass der komplexe Vorgang der Copyright-Feststellung und damit der Nachdruck im Ausland vereinfacht werden sollte. Siehe meinen Diskussionseintrag.
