Das scheint eine eher ungenügende Englische Fassung zu sein...
Gemeint scheint jedenfalls zu sein, dass der verfügbare Frequenzbereich für die Ausstrahlung von frei empfangbaren Fernsehprogrammen zu verwenden ist (also nicht für Pay-TV).
Formulierungsbeispiel: "Allein über ASTRA gibt es zurzeit für den deutschsprachigen Raum neben den mehr als 30 analogen nahezu 80 digitale frei empfangbare Fernsehprogramme und weitere 35 digitale Pay-TV-Programme sowie rund 100 digitale und etwa 60 analoge Radioprogramme."
