Spontan würde ich das Handlauf mit Befestigung(en) nennen, aufgrund meines reference comments; google mal nach "HAND RIM WITH PROJECTIONS geländer", da findest Du vielleicht noch etwas passenderes.

rim kann unter anderem auch die felge eines fahrzeugs sein, und bei enem rollstuhl werden die räder ja von den händen betätigt, deswegen ist hand rim wahrscheinlich die rollstuhlfelge.
unter projections kann ich mir kaum etwas anderes als schutzblech vorstellen, denn die räder eines rollstuhls müssen je eigentlich wie bei jedem anderen rollfahrzeug vor matschprojizierungen geschützt werden.
