Sobald ein Anbieter einwilligt, einem PFFS-Mitglied (Gesundheits-)leistungen zu erbringen und die Rahmenbedingungen [oder Annahmebedingungen] erfüllt sind, dann erkennt der Anbieter die AGB (allgemeinen Geschäftsbedingungen) automatisch an.

The US Health Service has also provided further information about what a deemed provider is (see reference link). Although the meaning is pretty clear to me, I am deliberately setting my confidence level to "lowest" because I am not a lawyer. Perhaps it is a start.
