Explanation:
I work with satellites. EVERYTHING, but everything comes under configuration control before it is launched. Not just the PCBs, even the components used on them are identified so if, say, a capacitor fails, it can be traced back to the vendor and any other capacitors from the same lot can be replaced before flight.

Of course, these are usually one of a kind boards, but I would think this applies to everything but the very cheapest PDBs.
