Explanation:
I've been on firing ranges myself, and the explanation is really quite simple. A firing range is usually either in the middle of nowhere, or it is fairly well protected on three sides. Provided all "firers" with potentially lethal weapons keep them directed "down range", which means here in the (very) general direction of the targets, no-one is likely to be injured by a stray shot let off in the general direction of the targets. Because no-one will be allowed to approach the targets beyond the butts (or firing positions).
"Down range" certainly doesn't mean "downwards" - if they were held like that, there is every chance that someone's foot, being too close to the weapon, might get shot off...

Thank you! This is the explanation I have been looking for. Now it makes sense to me why the firers need to keep the weapon always pointed in target direction.
