The abhorrence of 9/11 highlighted that threats are increasingly asymmetrical.
Assignments against identifiable enemies that once targeted nation states have been replaced with broader missions against multiple terrorist threats that target individuals.
Long term, large force deployments with defined boundaries have given way to short term, rapid reaction, crisis oriented, compact and mobile units.
Priorities have moved from supporting national to multinational agendas and cyber security initiatives are now monitoring unknown entities which can operate from anywhere using the internet to threaten global information systems and economic stability.
To counter these complex and unpredictable threat scenarios, militaries around the world are increasing their use of computer technology and turning to Network-Centric (or “netcentric”) Warfare where information is transformed into combat power by linking entities within a battle space - reducing the time to ***“cursor on target”***.
Gibt es für den Ausdruck Cursor on Target (auch CoT) einen deutschen Ausdruck?
Ich weiss, dass diese Initiative dem Austausch von Daten über mehrere und verschiedenen Systeme zwischen der US-Luftwaffe und den Bodentruppen dient, wüsste aber nicht, wie ich diesen Ausdruck übersetzen und VOR ALLEM mit dem "reducing the time to" in einen Zusammenhang bringen könnte.

IMHO ist hier gemeint, dass die über den Gegner gesammelten Informationen, sei es aus Spionagetätigkeiten, um Stellungen oder Stärke des Feindes zu ermitteln, oder während eines Einsatzes durch Drohnen oder Aufklärungsflüge gewonnenen Daten, den Einheiten "im Feld" auf deren IT-Systeme übermittelt werden.
Auf diese Weise verschaffen sich die mit intelligenten Systemen ausgerüsteten Soldaten (vergleiche die heute schon verwendete Ausstattung für die Marines) einen erheblichen Vorteil über ihre Gegner, da sie deren Stellung dank Satelliten oder sonstigem High-Tech-Spielzeug bereits kennen und so ***ihre Ziele wesentlich schneller als früher (oder mit verkürzter Vorbereitungszeit) ins Visier nehmen (angreifen) können***
Angeblich plant das US-Militär jetzt die Ausstattung der Soldaten mit modifizierten iPods, um jedem einzelnen im Laufe eines Einsatzes noch präzisere Befehle geben zu können... |

I'm translating the same text into Italian and I have come across your post by searching for an appropriate solution in Italian :) So this is the reason why I'm answering, although I do not translate into German.
I have the impression that "cursor on target" is not necessaily used to refer specifically to the CoT language here (see for instance http://www.mitre.org/news/the_edge/summer_07/robbins.html), but as a more generic way to say that "by linking entities within a battle space, the time to identify your target/to align the sights on the target is reduced".
Ich bin also mit den anderen Kollegen einverstanden und würde mit "Ziel ins Visier nehmen" oder einem ähnlichen Audruck übersetzen - das ist die Lösung, die ich auf Italienisch verwenden werde.
