Clarification request(s) and response
Ian M-H: 10:03am Oct 5, 2005: More context?! There are "C-level" exams in many countries and at many different levels. Can you tell us what country your text is from and what sector - school, higher education, further education, vocational training...? -
babbelfish: 10:10am Oct 5, 2005: it is a university in Sweden
Ian M-H: 10:17am Oct 5, 2005: Looks like advanced undergraduate level, see e.g.:

basic exam
Explanation:
I believe that a "C-level exam" is something different than a "C-level pass". The second one would mean "befridigend" but "an exam that is at C-level" has to to with the kind of exam and not with the kind of output. So a C-level exam is the simpliest kind of exam while the so called "A-level" (It is used for getting acceptable at Universities") is the most complicated and difficult one.

In Sweden, a C-level exam can be something like an exam for a "bachelor's" degree.
