If it is a velour-type of fabric, the pleating would not be possible, and you would call it "Pannesamt( oder Knautschsamt). If it's a shiny, silky fabric -like satin- it would be called Crash Satin( yes, it's spelled like that!) For heavier fabrics such as gabardine and camelhair, it would be the french Plissee( rock). possibly Questschfalten? Explanation: Quetschfalten might be another possibility, depending on the type of fabric used.
