I read this expression in Stanley Kubrick's movie Full Metal Jacket:
It was a slogan on a board in an US headquater in Vietnam.
Translation + explanation is required.

Explanation:
I was a US soldier during the Vietnam war but was stationed in Germany at the time. First to go means that a soldier is the first to be sent into combat but is not told anything about what he is about to encounter. The slogan is a protest by the soldiers, who feel they are being taken advantage of - they're just cannon fodder, warm bodies to be sent to die without knowing why or what they are going to face.
