In diesem Fall müsste das ein Standesbeamter bzw. eine Standesbeamtin sein, denn eine Geburtsurkunde wird vom Standesamt ausgestellt.

Die Geburtsurkunde erhalten sie bei dem Standesamt, in dessen Stadtbezirk sie geboren sind (unabhängig vom Wohnort der Eltern).


Allerdings ist es ohne Kontext schwer zu sagen. Im Allgemeinen ist ein city clerk ein Angestellter der Stadtverwaltung.
