If it is a question of fixing the costs of services provided in order to be able to *recover* these costs by charging fees to the recipient of the services, the it is, in fact, *costing* and then charging the appropriate fees. Examples: How much should a bank charge its customers for sending a weekly statement of account ( in order to recover the admin. costs incurred by the bank)? What should be the charge for the provision of credit card services? What should a public authority charge the general public , e.g. for the administration work involved in issuing permits/licences etc.

Hi Sandra, I was probably a bit mislead at first. Is the person concerned working for a private company or a public agency? In any case I think his task is more likely to be that of deciding the policy for charging fees for services rendered.
A literal translation isn't helpful: a Secretary of State doesn't type letters necessarily, does he/she? Or to use an age old German joke: Ein Zitronenfalter faltet keine Zitronen.
