The text provided clearly refers to property letting and property the person inheritied, i.e. existing buildings not undeveloped land.

British TV is full of programmes about people who buy run-down properties, often at auction, and refurbish them so they can be sold at a profit. These people are "property developers".

  -> OK, I just wanted to get away from "erschließen", which I associate with undeveloped land.
neutral  Steffen Walter: Hans is right. That being said, I'd use "entwickeln" here: to develop properties and add value to them = Immobilien entwickeln und aufwerten [ihren Wert steigern]
