Das "capital" würde ich hier eher wie in meiner o.g. ersten Variante interpretieren. Eine etwas anders nuancierte Deutung wäre einfach "Reparaturprojekte/-vorhaben" (für die cap ex = capital expenditure = Investitionsausgaben in signifikanter Größenordnung anfallen).
